6.H. - Page 3 of 10 <br />• Member Terms The majority of the City's boards, committees, and commissions have 4 -year terms. <br />To create staggered terms, staff recommends that the three members who were appointed in 2018 <br />or 2019 would not need to reapply for their seats and their terms would expire on June 30, 2023. Four <br />new members would be recruited for 2 -year terms that expire on June 30, 2021. Current members <br />(appointed in 2015 and 2017) could reapply for these seats. <br />• Structure The Committee would elect one of their members as chair, one as vice -chair, and one as <br />secretary. These terms would be for two years. <br />• Meeting Frequency Committee meetings would generally held once per quarter with the allowance <br />that special meetings may be scheduled as needed. Regular meetings would be scheduled on the <br />second Tuesday of March, June, September, and December. To the extent possible, special meetings <br />would be held on the second Tuesday of the month. <br />FISCAL IMPACT <br />There is no additional fiscal impact due to this decision; however supporting a standing committee <br />requires the commitment of ongoing staff resources. Roughly twenty hours of staff time is needed for <br />each committee meeting. Additional staff time on the part of the City Clerk's Office and Community <br />Development Department will be required to recruit Committee members. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378(b)(5), because it involves organizational or administrative activities that have <br />no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the <br />environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council could elect to: <br />1. Approve the proposed resolution with minor modifications to the mission, duties, structure, and <br />membership as outlined in Attachment A and direct staff to begin the member recruitment process. <br />2. Direct staff to return to Council with an updated proposed resolution. <br />3.
