<br /> PROFESSIONAL EXPERIENCE
<br /> Mr. Anderson is a land use planner with more than 25 years of professional experience serving a
<br /> wide and diverse range of public agencies and private sector clients. His career has centered on
<br /> fulfilling client and agency needs in focused and efficient approaches. His range of expertise
<br /> includes land use and policy planning, entitlement management of development projects,
<br /> environmental analysis and report preparation, and the design and preparation of topical projects.
<br /> For 12-years Mr. Anderson focused his expertise on the planning and development of the City of
<br /> Irvine, a 70-square mile new city located in Orange County, California. During his tenure he was
<br /> involved with the development and maintenance of the City's general plan and zoning ordinance.
<br /> He designed and managed large scale planning studies, including fiscal impact analyses and a
<br /> citywide master environmental assessment. While serving the City of Irvine he also oversaw the
<br /> entitlement of numerous residential and commercial projects, guided the preparation of
<br /> environmental analyses, and facilitated the development of affordable housing.
<br /> Mr. Anderson has also served other public agencies in southern, central and northern California
<br /> with such diverse foci as agriculture, open space preservation, small-town preservation and
<br /> tourism. As a consultant, he has provided efficient and successful entitlement acquisition and site
<br /> specific evaluation of development opportunities and constraints.
<br /> Planning
<br /> City of Irvine Fiscal Impact Model. Principal designer for a computer-based model designed to
<br /> evaluate short- and long-term fiscal effects of project specific development on existing and future
<br /> City revenues and expenditures.
<br /> Kings County Regional Housing Needs Assessment and Housing Allocation Model. Principal
<br /> planner and model designer for assessment of housing needs and allocation of housing resources
<br /> within the agriculturally oriented County.
<br /> Kings County Regional Transportation Plan Update. Principal planner for development of an
<br /> update to the Kings County Regional Transportation Plan. The update was developed to comply
<br /> with relevant State requirements to assure adequate funding for the development of circulation
<br /> system improvements.
<br /> Town of Los Altos Hills Housing Element Update. Principal author of an update to the Town of Los
<br /> Altos Hills' Housing Element. Evaluated efforts to implement adopted housing policies, identified
<br /> opportunities and constraints to the development of housing for all economic segments of the
<br /> community, developed objectives for housing production, and designed programs targeted to
<br /> achieve community goals. The Housing Element Update approached the issue of affordable
