<br /> MHA RESUME <br /> project entitlement. Following entitlement oversaw mitigation monitoring and general project <br /> supervision to ensure compliance with applicable agency regulations. <br /> Environmental Documentation and Resource Studies <br /> City of Irvine Master Environmental Assessment. Project designer and manager for development <br /> of a Master Environmental Assessment for the 70-square mile City of Irvine. The project served as <br /> a citywide environmental assessment and mitigation system intended to facilitate the efficient <br /> identification of potential environmental impacts and appropriate mitigation of significant impacts. <br /> Defined the scope and scale of the assessment components, supervised technical consultants, <br /> designed final document format, and assured project quality. <br /> Culinary Institute of American Environmental Impact Report, St. Helena. Co-managed and wrote <br /> the Environmental Impact Report for conversion of the historic un-reinforced masonry Greystone <br /> Cellars from a winery to the west coast campus of the Culinary Institute of America. Provided initial <br /> project scoping to focus areas of investigation, managed technical subconsultants, prepared policy <br /> and visual analyses, and oversaw final production. <br /> Highway 1/Terrace Avenue Signalization and Roadway Improvements. Project manager for <br /> preparation of an EIR for the proposed signalization of the Highway 1/Terrace Avenue intersection, <br /> along with associated roadway improvements, including a widening of the Highway from 2- to 4- <br /> lanes. The project includes the concurrent processing of a Coastal Development Permit by the City <br /> for the improvements, which are required by a settlement agreement that stemmed from prior <br /> litigation. Among the issues being evaluated are potential effects to sensitive biological resources, <br /> noise, air quality, traffic safety and generation, and the potential for induced growth <br /> Kings County Environmental Resources Management Element. Project planner for development of <br /> the Kings County Environmental Resources Management Element that combined the traditional <br /> general plan elements of land use, circulation, open space, safety and seismic safety into a single, <br /> comprehensive policy document to guide the measured growth of communities within the context <br /> of preserving more than 1,000 square miles of valuable agricultural lands. <br /> Montara Water and Sanitary District Public Works Plan Phase I. Project manager for evaluation of <br /> the first phase of the Montara Water and Sanitary District's Phase I Public Works Plan, which <br /> outlines a series of system-wide improvements to allow the District to achieve system parity with <br /> current-day standards for water systems. Among the improvements being considered are added <br /> water supplies from deep wells, additional above-ground storage, and supplemental treatment of <br /> produced ground water. Critical issues being evaluated in the EIR include the effects of ground- <br /> water extraction on the area's wetland communities, the visual influence of new above-ground <br /> water storage systems on the coastal visual environment, and the storage and use of hazardous <br /> materials at remote locations. <br /> Montebello Gas Storage Facility. Project manager for evaluation of the Southern California Gas <br /> Company's proposed decommissioning and sale of the Montebello Gas Storage Facility. Guided <br /> review of the proponent's environmental assessment, preparation of an Initial Study and Mitigated <br /> Negative Declaration, and mitigation monitoring and reporting program. Key project issues <br /> included redevelopment potential after decommissioning, geologic compression following depletion <br /> of stored gas, and direct effects on special status biological species. <br /> Palo Verde Nuclear Generating Station and Four Comers Electrical Generating Station. Project <br /> manager for review of the potential environmental effects associated with sale of Southern <br /> California Edison's shares of the generating facilities. Directed review of the proponent's <br /> environmental assessment, and collaborated in the identification of reasonably foreseeable <br /> connected actions and strategies for potential operational changes following sale. <br /> Dain Anderson Resume MHA Inc. 3 <br />
