� 8A <br /> Page 1 <br /> ����� � <br /> �'o the Honorabte Mayor an� City Councii <br /> ' Frorn the C�ty Man�ger <br /> September 11, 2006 <br /> Subject <br /> Discuss Pi1at Street Sweeping Project Concept <br /> Recomm�ndation <br /> Review and discuss cancept far a pilot street sweeping project. <br /> Background <br /> The purpase of this report is to present to City Council data on the current street cleaning <br /> operations and issues so that Council may have an informed discussion about possible <br /> changes to the way the program is implemented. <br /> A cantinuing impediment to effective street c[eaning is parked cars in the path of the street <br /> sweeper. This problem has diminished the overall effectiveness of the City's street <br /> cleaning program. Furfher, it is assumed that street cleaning effectiveness, defined as the <br /> ability of the street sweeper to clean at the curb & gutter, would improve if residents are <br /> given greater parking options and afternatives and if street cleaning operations started later <br /> in the day. To test the validity of this general belief, s#aff is presenting this concept for a <br /> street cleaning pilot project ta City Council for discussian. The conceptual approach is <br /> based on the foliowing assumptians: <br /> 1. Street cleaning of neighborhood streets on a schedule that offers different cleaning <br /> days for each side of the street, will encourage residents to move parked cars on the <br /> scheduled cleaning day. <br /> 2. More parking loca#ions will be available, if all residents on a given street are not <br /> required to move their cars on the same day far street cleaning; and parking op#ions will be <br /> reasonably available to residents within close enough proximity of their residences, so <br /> moving the vehicle is not a major inconvenience. <br /> 3. With a later starting time for s�reet cleaning in neighborhoods, the sweeper operator <br /> will encoun�er fewer parked cars, as commuters leave for work,thus improving his ability to <br /> get to the curb & gutter. <br /> The general characteristics of the proposed pilot project would be as follows: <br /> • Identify two pilot test areas in different street cleaning districts: (1) valuntary#est area <br /> wifih agreement and cooperation obtained fram the affected residents and <br /> neighborhood association and (2) an involuntary test area where residents are notified <br /> that they will be a part of a street cleaning pilot study however, their agreement to <br /> participate is not required <br />
