James Furgas from Teamsters Local 350, representing the drivers at BFI, asked <br /> for support in the labor considerations of the RFP. He explained the details of <br /> proposed language for the RFP submitted to SBWMA with four brief points: <br /> worker retention, wages and benefits, labor peace, and a neutrality card check <br /> agreement. <br /> Duane Beeson, attorney for Local 350, stated that he is available for any <br /> questions from Council Members. <br /> Don Barbe, resident and business representative for Local 1414, represents <br /> employees of BFI. He stated that in order to effectuate services that are <br /> consistent, safe and viable for the public, consideration must be given to the <br /> current employees who have earned the right for first consideration. <br /> Pat Dixon stated that such items as black plastic, white plastic, soap containers, <br /> and shiny bags are not picked up by Allied Waste. She further stated that one bin <br /> for everything will make it difficult or impossible for disabled folks to maneuver to <br /> curbside. She further stated that Redwood Shores has a tremendous amount of <br /> condominiums without side yards. She asked for separate containers rather than <br /> one large one. <br /> Council Members made various comments and asked further questions. <br /> Comments included that the proposed contractors elaborate on what public <br /> education means to the contractor, that each applicant state what items will be <br /> accepted whether dual or single stream, state values of diversion and managing <br /> costs to residents. The code of conduct is largely duplicative of what Council <br /> Members are already required to do and as written does not make sense. The <br /> desire for community building by neighbors assisting each other with curbside <br /> placement of bins was expressed. <br /> City Attorney Yamamoto stated his concerns in regard to the proposed code of <br /> conduct are specificity, application of and the enforceability of such a code of <br /> conduct provision. <br /> Recommendation: <br /> Receive report and provide staff direction regarding important issues and choices <br /> for future solid waste, recycling, and organics collection programs and the future <br /> franchise agreement. <br /> City Council consensus received on the following 8 items with comments: <br /> 1. Weekly collection of recyclables and yard waste —yes <br /> 2. Single stream recyclables collection —yes <br /> 3. Curbside collection (with semi-or automated vehicles) — yes, with options. <br /> Consideration toward seniors and disabled was mentioned. <br /> 4. Recyclables collection containers delivered to all customers —yes <br /> 5. Elected official code of conduct — no, redundant.
