6.1 B
Page 1
f
`JFT
T tM Hon+ora#e Ior and Cty ounil.
From :e Gi# Nln er
September 11, 2006
Subject
Award of Contract for the 2005-2406 Street Overlay Project
Recommendation
By motion, approve the Contract Documents and award the contract for the 2005-2006
Street Overlay Project to the iowest responsibls bidder, G. Bortolotto 8 Co., lnc. of San
Carlos, Caii#omia for their low bid of$887,605.39.
Background
The 2QQ5-2006 Street Overiay Project is a continuation of the on-going pavement
impovement projects perFormed under the City's Roadway Management System
(RMS) Program. The purpose of this project is to repair and resurFace the roadway
segments listed Ue{ow, with a new asphalt pavement oveiay:
1. Whippie Avenue - EI Camino Real to Veterans Bou(evard
2. Indus#ria! Way—Whipple Avenue to north City Iimit
3. Alameda de las Pulgas— De Anza Avenue to Eaton Avenue
As part of this work, the existing traffic lane striping will be replaced on these roadways.
The City's Bicycle ard Pedestnan Committee has requested #hat the City consider
changing the lane configuration an Industria! Way to incorporate new bike lanes. City
staff is working with the Committee to organize a community meeting with the adjacent
Centennial neighborhood, to present and discuss possible alternatives for incorporating
bike lanes on this segment of Industriai Way. This community meeting is tentativeiy
scheduled on the evening of September 13 at Redwood High School on Old County
Raad. If there is agreement and support from the communifiy far a new lane
configuration with bike lanes, staff will recommend approval of a revised striping plan by
City Councii in early October, which wi11 be impiemented through a minor change arder
to this contract. lf the community does not demonstrate consensus support for a new
lane configuration on Industrial Way at this time, this contract work will proceed to
reins#all the existing sfriping plan per the Contract Documents. However, this would not
preclude further community dialogue with the Bicycfe and Pedestrian Committee toward
bilding a consensu5 for a new tane canfiguration with bike lanes, which could be
implemented at some future date.
This project will be partially funded by Federal Transportation funding under the Surface
Transportation Program {STP). The STP encourages agencies to consider adding bike
lanes wherever feasibls on streets that receive funding suppot.
