City Attorney Yamamoto stated his concerns in regard to the proposed code of <br />conduct are specificity, application of and the enforceability of such a code of <br />conduct provision. (803) <br />Recommendation: <br />Receive report and provide staff direction regarding important issues and choices <br />for future solid waste, recycling, and organics collection programs and the future <br />franchise agreement. <br />City Council consensus received on the following 8 items with comments: <br />1. Weekly collection of recyclables and yard waste — yes <br />2. Single stream recyclables collection — yes <br />3. Curbside collection (with semi -or automated vehicles) — yes, with options. <br />Consideration toward seniors and disabled was mentioned. <br />4. Recyclables collection containers delivered to all customers — yes <br />5. Elected official code of conduct — no, redundant. Language that relates to <br />current AB 1234 training was mentioned. <br />6. Labor considerations — more information on wages was requested. <br />7. Performance standards — yes, with clarification <br />8. Alternative fuel vehicles to be encouraged or required — need more <br />information, concern with capital outlay was expressed. <br />C. Purchase of Downtown parking meters <br />Downtown Development Coordinator Zack gave the background on the parking <br />management plan and the current status which includes this item as the last <br />component. He explained the parking meter that meets all the specifications that <br />addresses the needs of the community. <br />Council Members asked various questions and commented on such items as the <br />possibility of one meter designated for library patron validation, concern with <br />community room usage impacts on parking, possible experimentation with option <br />#5, simple printed cards with bulleted statements for merchants to hand out that <br />could assist with parking education. <br />M/S Howard /Hartnett to extend the meeting until 11:30 p.m. The motion passed <br />by a unanimous voice vote. <br />Public Comment: <br />Bob Bryant, Bob's Courthouse Restaurant, asked about disabled patron <br />consideration and asked that there be free parking either at night or during the <br />day.
