Recommendation: <br />M/S Bain /Howard: <br />1. By resolution, authorize sole source purchase of LUKE model "pay -by- space" <br />parking meters (manufactured by Digital Payment Technologies of Vancouver, <br />Canada) for an amount of $402,957 and suspend the requirements of Article <br />VII, PURCHASING, Chapter 2 of the Municipal Code governing competitive <br />bidding. <br />2. By resolution, appropriate $402,957 from the Parking Fund for the purchase of <br />LUKE parking meters. <br />3. By motion, authorize staff to execute an agreement with Digital Payment <br />Technologies for the purchase of forty (40) LUKE model parking meters in the <br />amount of $402,957. <br />The motion passed by a unanimous roll call vote. <br />M/S Bain /Howard to: <br />4. Provide staff with direction for the operation of Library Parking Lot A — option <br />#6. The motion passed by a unanimous voice vote. <br />RESOLUTION 14728 APPROVING THE SOLE SOURCE PURCHASE OF LUKE MODEL <br />"PAY -BY- SPACE" PARKING METERS, MANUFACTURED BY DIGITAL PAYMENT <br />TECHNOLOGIES, FOR AN AMOUNT OF $402,957 AND SUSPENDING THE <br />REQUIREMENTS OF ARTICLE VII, PURCHASING, OF CHAPTER 2 OF THE <br />MUNICIPAL CODE RELATING TO COMPETITIVE BIDDING FOR THIS PURCHASE <br />RESOLUTION 14729 AMENDING FISCALYEAR 2006 -2007 PARKING FUND BUDGET <br />8. PUBLIC HEARING <br />Vice Mayor Foust and Council Member Hartnett recused themselves due to <br />conflict of interest related to owning property within 300 feet of GID 1 -64. <br />A. General Improvement District 1 -64 Development Agreement Extension (First <br />Read i ng /I ntrod u ctio n ) <br />Manager, Engineering and Construction Chang was available for questions on the <br />item. <br />Mayor Pierce opened the public hearing. <br />There was no public comment. <br />M/S Howard /Ira to close the public comment.
