Park & Recreation Commission
Minutes of August 23, 2006

Page 3

3. Has concerns with 50 people or more would trigger a required permit. He felt that
25 is too low and the number should be between 25 and 50.

Mrs. Travers felt that large groups should go to County parks and not smaller
neighborhood parks.

Superintendent Hover asked the Commission to see if there is some consensus to help
direct staff. Director Centeno noted she would like direction from the Commission to
determine if more public comment and input are necessary before these recommendations
go to Council.

Chairperson Slusser asked the Commission to go over each point in the Director
Centeno's memo to see if there was consensus.

#1: Requiring a permit for people over 25 or 50 people: No
#2: 15 foot in any direction for a structure: Yes
#3: BBQ by permit: No
#4: Amplified Sound not permitted: Yes
#5: Drug Free Zone: Yes
#6: Prohibited Activities: Yes
#7: Dogs on leash of6 feet: Yes
#8: That all references to the Department be changed to Parks, Recreation and
Community Services Department: Yes

Chairperson Slusser asked staff to gather more information regarding the resident versus
non-resident issue and see if there are any legal issues associated with this. He also asked
the Commission how they felt about smoking in parks and there was consensus not to do
anything to change the current ordinance which prohibits smoking within 20 feet of
playgrounds.

Director Centeno asked about the public process and Chairperson Slusser felt that
additional outreach is needed. Director Centeno suggested that staff could contact the
Neighborhood Associations and our past picnic users for input. It was agreed that staff
will come back in September with those extra outreach effort results and advertise for the
public to attend the September Commission meeting. After that process is completed,
Commission can make a final recommendation to take to the City Council in October.

ITEM 2 - PARKS FOR THE FUTURE BALLOT MEASURE

Director Centeno announced that "Parks for the Future" is officially on the November
Ballot and will be known as Measure A. At the August 28 City Council Meeting, Julia
Bott of the San Mateo County Parks Foundation and Director Centeno will make a
presentation to City Council to request their endorsement of Measure A. If passed by the
community with a 2/3 vote, the 1/8 cent sales tax in Measure A would bring in $805,000
annually to Redwood City for new parks and recreation programs or capital projects.
