' <br /> <br />~......'""................ <br /> <br />Summary of PAF and PAC Recommendations <br /> <br />request approval of the services and process, adoption of conduct guidelines and <br />commitment to the process; 3) request approval of request for proposals and draft <br />agreements; 4) attend proposer presentations; 5) receive proposal summaries; 6) <br />request approval of recommended contractors; and, 7) request approval of negotiated <br />contracts. <br /> <br />C. RFP and Contractor Selection Process <br /> <br />The contractor selection process will solicit proposals through a request for proposals <br />(RFP) process. One RFP will be issued for collection and facility operations services. <br />(The same company could be selected for both collection and operations services or <br />two different companies could be selected.) Two other RFPs will be issued for: (1) off- <br />site yard and food waste composting services; and, (2) off-site single-stream recyclable <br />materials processing services. <br /> <br />Proposals will be evaluated using defined evaluation criteria and weighting that will be <br />disclosed to proposers in the RFP and used to evaluate and numerically score and rank <br />proposers. The evaluation criteria will include: company and staff qualifications; merits <br />of technical proposal; environmental benefits and impacts; responsiveness to contract <br />terms; and costs. The RFP documents will specify that the member agencies reserve <br />the right to act in the best interest of their residents and businesses, including the fight <br />to reject a proposal that is given the highest quantitative scoring in the evaluation <br />process if the proposal is not in the best interest of their residents and businesses. <br /> <br />The evaluation team will be industry consultants, industry experts, and member agency <br />and SBWMA staff engaged in the regular oversight, management, or operation of solid <br />waste, recyclable materials, and organic materials systems. The evaluation team will <br />present its results to a selection team, which will be comprised of high-level member <br />agency and SBWMA Board members, and elected officials. The selection team will <br />recommend the contractors for approval by the SBWMA Board and member agency <br />elected officials. <br /> <br />D. Contractor Selection Process Integrity <br /> <br />To maintain transparency and integrity throughout the contractor selection process, a <br />code of conduct was prepared for adoption by the SBWMA Board and elected officials <br />of the member agencies. The code of conduct provides guidance regarding disclosure <br />of: (I) conflicts of interest; (ii) contributions; and, (iii) non-public meetings with potential <br />proposers. It is anticipated that the SBWMA Board will adopt this code of conduct and <br />recommend that the elected officials of each member agency adopt the code of conduct <br />as well. <br /> <br />In addition, a code of conduct has been developed for proposers. The proposers' code <br />of conduct: (i) prohibits contributions, promotions, gifts, and non-public meetings with <br />Board members and elected officials; (ii) prohibits collusion with other companies; and, <br /> <br />Hiito;J FiitT1xopt& HubSuii, LLe <br /> <br />cc ~ <br />t...V-v <br />
