". . ..". ." .. - ,. <br />. -" .... . .. <br />.' ....... -. .. .....". <br /> <br /> <br />6.1C <br />Page 1 <br /> <br /> <br />To the Hono.rable MayorandCityPolJncil <br />From theOi~ManaQer <br /> <br />September 25, 2006 <br /> <br />Subject <br />Motion to approve Memorandum of Understanding with the Police Sergeants Association <br />(PSA). <br /> <br />Recommendation <br />It is recommended that the City Council authorize a new Memorandum of Understanding <br />with the Police Sergeants Association. <br /> <br />Background <br />The City and the Police Sergeants Association (PSA) have met and conferred on all <br />matters relating to the terms and conditions of employment, and have reached a tentative <br />agreement on a Memorandum of Understanding, subject to Council approval. PSA has <br />agreed to a one-year salary freeze in the first year of this four-year contract. The following <br />is a summary of the specific changes: <br /> <br />Term: <br />4 Years: September 2006 to August 2010 <br /> <br />Salarv: <br />Year 1: 0% (forgoing 5.45% increase in first year of contract) <br />Year 2: Median (50% differential to Lieutenant - estimated 9%) <br />Year 3: Median (50% differential to Lieutenant- estimated 4%) <br />Year 4: Median (50% differential to Lieutenant - estimated 4%) <br /> <br />Sick Leave: <br />Effective September 4, 2006, the City will increase the maximum sick leave to be <br />equivalent to 56-hour Fire shift personnel. This increases the sick leave ceiling from <br />1200 hours to a maximum sick leave accrual of 1370 hours. <br /> <br />Dental: <br />Effective January 1, 2007 increase the dental and orthodontic benefit maximums to <br />$2000 annually and $2500 lifetime, respectively. This is consistent with the benefit <br />level of other groups that have forgone salary increases in the last few years. The <br />current annual maximum is $1,000 and orthodontic lifetime maximum is currently <br />$2,000. <br /> <br />Side Letter: <br />Both parties agree to discuss during the term of this contract the conversion of <br />administrative holidays to a holiday differential, and revised retirement program <br />provisions. <br />
