<br />6.1C <br />Page 12 <br /> <br />average total compensation of Police Sergeants and Police Lieutenants in the <br />cities and with the formula specified below: <br /> <br />Milpitas <br />Palo Alto <br />Santa Clara <br />Union City <br /> <br />Mountain View <br />San Mateo <br />South San Francisco <br /> <br />Formula: Increase the level of the Sergeant base salary by an amount of 1/2 of <br />the average total compensation differential between the surveyed Sergeant and <br />Lieutenant classes. The comparative calculation shall include top step base <br />salary, employee PERS payments, educational incentive and health and welfare <br />contributions. <br /> <br />The total compensation comparison shall be effective September 1,2007, and <br />annually thereafter on September I, for the term of the MOU. <br /> <br />In the event one or more of the listed comparative cities is in labor negotiations <br />due to the expiration of their labor MOV and does not have salary data available <br />as of September 1, the total compensation factor for those cities shall be equal to <br />the Consumer Price Index for all Urban Consumers for the San Francisco/San <br />Jose area for the preceding fiscal year. This factor shall be no less than 4% nor <br />no greater than 7% should the cpr fall bellow or exceed these percentages. <br /> <br />At such time as an agreement is adopted with the Police Officers Association <br />regarding market survey improvements, members of the Police Sergeants <br />Association shall, in the same manner, receive this improvement. <br /> <br />7.2.3 An employee may be eligible for a salary adjustment to the next higher step <br />above the initial step or rate to which appointment was made upon the <br />satisfactory completion of six (6) consecutive months' employment. An <br />adjustment shall be made only upon the recommendation of the department head <br />and upon approval of the City Manager. <br /> <br />7.2.4 Progression of employees from the second step to the third step of the salary plan <br />may be made upon completion of a minimum period of one (1) year at the <br />second step and upon consideration of such employee's performance of duties, <br />experience, education, personal fitness for the position, and other criteria <br />reasonably related to awarding increased compensation on the basis of merit. An <br />adjustment shall be made only upon the recommendation of the department head <br />and upon approval of the City Manager. <br /> <br />7.2.5 Progression of an employee from the third step to the fourth step and the fourth <br />step to the fifth step of the salary plan will be based upon the completion of the <br />period of one (1) year's service at the respective lower step. <br /> <br />6 <br />
