EXHIBIT "A!$ <br />SCOPE OF SERVICES <br />COMPONENT 1 — FINANCIAL FEASIBILITY STUDY FOR A FERRY TERMINAL AND <br />NEW SERVICE: <br />Task 1.1 — Kick-off Meeting with Key Partners and Consultant and Define Scope <br />of Work Goals <br />Hold a meeting with key City and WETA staff to discuss parameters of the study, <br />potential questions and needs, Project goals and scope of work objectives, next steps <br />and draft schedule. Provide the City with a list of data needs to support Study activities <br />(e.g. demographics, WETA expansion plans, general plans or area plans, infrastructure <br />plans, relevant development projects, data on the public right-of-way, economic data or <br />land use information). <br />Deliverables — Meeting Agenda, Minutes, Revised Schedule based on Discussion, <br />and Project Goals Memorandum <br />Task 1.2 — Existing Conditions Analysis, Project Ranking Criteria, and Revised <br />Workplan <br />This task will: <br />• Review previous reports and studies conducted by the City and WETA <br />• Analyze existing conditions relevant to the construction of a ferry terminal and the <br />operation of transit service <br />• Assist in identifying criteria to evaluate feasibility such as travel times, ridership <br />thresholds, last mile destinations and requirements, etc. <br />• Provide the City with a summary of existing literature and a list of items that will need <br />to be revisited due to the potential for changes in conditions. <br />• Consider how to address phasing ferry service whereby after terminal construction, <br />a publically available, but privately -operated ferry service could operate before <br />WETA has the capacity to do so <br />Deliverable — Existing Conditions and Criteria Memoranda and Revised Workplan <br />Task 1.3 — Outreach <br />Develop an outreach plan to engage a broad spectrum of Project stakeholders with the <br />goals of gauging interest in ferry service and quantifying potential ridership. At a <br />minimum, stakeholders should include City and Port staff, residents, recreational <br />boaters, commuters and potential business partners. Include proposed methods for <br />community engagement and strategies to ensure participation by traditionally <br />underrepresented members of the community.
