Have a meeting with key City and WETA staff and consultant to discuss parameters of <br />the analysis, stakeholder groups, potential questions and needs, and next steps and <br />draft schedule. Specify any proposed stakeholder outreach that would directly inform <br />the analysis and modeling. Assist in defining Scope of Work goals, such as the <br />differences in focus between the Cost -Benefit Analysis and Economic Impact Analysis. <br />For example for an Economic Impact Analysis, individual benefits of commuting by ferry <br />could be described in terms of monetary value (cost comparison between driving and <br />commuting by ferry) and what the savings could then be used towards. For a Cost - <br />Benefit Analysis, individual benefits could be described in terms of health benefits or in <br />terms of opportunity cost. Provide a refined schedule. <br />Deliverable — Meeting Agenda, Meeting Minutes, Refined Workplan and Schedule <br />based on Discussion, and Scope of Work Goals and Schedule Memorandum <br />Task 2.2 — Identification of Data Needs and Methodology and Modeling <br />Framework <br />Provide the City with a list of data needs that may be relevant to conducting the analysis <br />including demographics, WETA expansion plans, general plans or area plans, <br />infrastructure plans, relevant development projects, data on the public right-of-way, <br />economic data and land use information. Develop and outline the research methodology <br />and modeling framework that will be used to quantitatively estimate and forecast the <br />economic impact and costs and benefits. Should include a travel -demand model <br />capable of assessing local and regional effects of the new ferry service and forecasts of <br />impacts. Economic and societal impacts should be described in terms of time, costs, <br />safety, emissions, and other relevant measures. Determine what the best measure is to <br />compare benefits to costs, i.e. net present value or benefit -cost ratio. <br />Deliverable — Needs Assessment and Methodology Memorandum Memoranda <br />Task 2.3 — Cost -Benefit Analysis <br />The Cost -Benefit Analysis will: <br />• Include a well-defined baseline to measure the incremental benefits and costs of the <br />ferry terminal construction and service <br />• Analyze safety impacts as it relates to reduction in collisions, emergency response <br />services, and connectivity between the peninsula and the east bay in the event of <br />major disasters. Values shall include, but not be limited to: <br />o Value of Statistical Life <br />o Value of Injuries <br />o Property Damage Only (PDO) Crashes <br />Identify potential changes in health and evaluate the cost or benefit of such changes <br />Address potential changes to income distribution and economic advancement <br />Analyze potential environmental quality changes.
