Task 1.6 — Ridership / Travel Demand Forecast <br />This analysis will consider the challenges of new ferry service and build upon the Route <br />Prioritization identified in Task 1.7. Quantify current (multimodal) travel patterns <br />between Redwood City and potential ferry D/O's. Ferry forecast should include data on <br />existing transit mode split and potential changes were ferry service to be provided. <br />Forecasts should reflect existing travel demand as well as future demand given <br />potential residential and employment growth under the General Plan. The consultant will <br />consider demand during AM/PM peak times, and peak and low seasons, and project <br />annual ridership. This task may include evaluating land use alternatives necessary to <br />generate minimum, viable ridership. <br />Deliverable — Technical Memorandum — Ridership/Demand Forecast <br />Task 1.7 — Financial Feasibility Analysis <br />The analysis will: <br />• Evaluate the feasibility for ferry service phasing and running a Pilot Service, <br />including costs, possible routes and D/O's, amount of public subsidy, possible <br />funding sources and potential for public-private partnerships with major employers in <br />the region <br />• Identify the amount of subsidy required annually and per rider <br />• Assess potential for private sector funding and the extent to which the ferry may be <br />self- supporting, both for one-time construction costs and ongoing costs. <br />• Identify and quantify potential public funding options <br />Deliverable - Technical Memorandum — Financial Feasibility Analysis <br />Task 1.8 — Conclusions, Recommendations, and Next Steps <br />The final task will consolidate the findings, recommendations, and next steps into one <br />package for presentation to the Complete Streets Advisory Committee, Port of <br />Redwood City and City Council. For budgeting purposes, the scope should include a <br />minimum of one Complete Streets Advisory Committee meeting, one Port Commission <br />meeting, and one City Council meeting to present results of the study. CEQA analysis is <br />not required at this stage of the planning, though initial identification of key impact <br />should be included. <br />Deliverables — Final Report and Executive Summary <br />COMPONENT 2 —COST -BENEFIT & ECONOMIC IMPACT ANALYSIS: <br />Either concurrently with Component 1 or based on the findings of Component 1, <br />conduct the following tasks: <br />Task 2.1 — Kick-off Meeting with key Partners and Consultant (if applicable) <br />Page 11 of 17 <br />REV: 01-15-19 VR <br />ATTY/AGR.2019.0161CDM Smith <br />
