Wagstaff and Associates Proposal for Services
City of Redwood City Peninsula Park Project EIR Addendum Project
September 28, 2006 Page 1-2
their previous zoning designations. The Pete's Harbor property reverted back to its General
Commercial-Combined Residential (CG-R) zoning designation; the Peninsula Marina property
reverted back to its General Commercial (CG)zoning designation.
1.2 PROPOSED PROJECT
The City is currently in receipt of a preliminary application from the same applicant,
Glenborough-Pauls, LLC, for development of the redesigned "Peninsula Park" project on the
33.24-acre Peninsula Marina portion of the 46.45-acre 2003 EIR project site. The current
Peninsula Park application does not include the 13.21-acre Pete's Harbor property.
The current project includes 796 housing units for sale, 10,000 square feet of convenience retail
space, a 200-room hotel, approximately 5 acres of marina, and an approximately 1.5-acre
community park. The current project also includes a reduction in maximum tower height to 120
feet (approximately 10 stories).
The currently proposed preliminary site plan for the Peninsula Park project is illustrated on
Figure 1.
Summary comparisons of the currently proposed Peninsula Park project with the 2003 EIR
project, 2003 EIR Alternative 6, and the City-approved 2004 PDP are provided in Tables 1, 2
and 3, respectively.
1.3 CEQA APPROACH
1.3.1 EIR Addendum for Proposed Project
Section 15164 of the CEQA Guidelines stipulates that an Addendum to a previously-certified
EIR "shall" be prepared if some changes or additions to the EIR are necessary, but:
• the proposed project revisions are largely mitigating changes;
• the changes and revisions do not result in new significant environmental effects or a
substantial increase in the severity of significant effects identified in the previously-
certified EIR;
• no new mitigation measures or alternatives have been identified since certification of the
EIR that would substantially reduce one or more significant effects of the project, and
that the applicant declines to adopt; and
• no changes have occurred in the project circumstances (project setting) since
certification of the EIR which require major revisions to the certified EIR due to the
involvement of new significant environmental effects or a substantial increase in the
severity of a previously identified significant effect.
C:IDocuments and SettingslkmateolLocal SettingslTemporary Internet FilesI0602 proposal section 1-rev.doc
