Wagstaff and Associates Proposal for Services <br /> City of Redwood City Peninsula Park Project EIR Addendum Project <br /> September 28, 2006 Page 2-1 <br /> 2. PROPOSED SCOPE OF SERVICES AND SCHEDULE <br /> 2.1 PROPOSED WORK SCOPE <br /> The specific tasks and subtasks listed below are proposed to complete an EIR Addendum. The <br /> ultimate document format (Addendum, MND or SEIR) will be dictated by the task findings. <br /> Task 1. Attendance at Community Information Meeting <br /> Wagstaff and Associates will attend one Community Information Meeting,jointly conducted by <br /> the Redwood City Planning Commission and Architectural Review Committee, to receive input <br /> on the proposed project and associated community concerns. <br /> Task 2. Initial Meetings with City Staff and Applicant <br /> Wagstaff and Associates will attend two meetings with City staff and/or the applicant to discuss <br /> the current Peninsula Park application, the differences between the current application and the <br /> 2003 EIR project and 2003 EIR Alternative 6, and associated supplemental CEQA compliance <br /> requirements, products, information needs, schedules, etc. <br /> Task 3. Identification of Protect Changes <br /> Upon City acceptance of a complete Peninsula Park application package, Wagstaff and <br /> Associates will review the 2003 EIR project and 2003 EIR Alternative 6 description materials to <br /> identify and itemize the specific differences between the current Peninsula Park project and the <br /> projects addressed in the City-certified 2003 EIR. <br /> Task 4. Preparation of Administrative Draft CEQA Document <br /> An Administrative Draft Addendum to the 2003 EIR will be prepared with narrative, comparative <br /> illustrations, comparative tables, and matrices which clearly and concisely describe: (1)the <br /> project changes--i.e., the specific differences between the Peninsula Park project, 2003 EIR <br /> project, and 2003 EIR Alternative 6; and (2)whether the certified 2003 EIR with minor <br /> modifications adequately addresses the current project, or there are substantive new impact <br /> concerns or mitigation needs not already considered in preparing the 2003 EIR. For each <br /> environmental topic considered in the 2003 EIR, the administrative draft CEQA document will <br /> include a summary indication of how the project modifications and changes in project <br /> circumstances since 2004 affect each impact and mitigation finding, and whether there are any <br /> substantially new impact or mitigation findings not considered in the 2003 EIR. The <br /> administrative draft CEQA document will contain only the information necessary to make the <br /> 2003 EIR adequate for the project as revised. <br /> If the evaluation reveals the involvement of a new significant environmental effect or a <br /> substantial increase in the severity of a previously identified significant effect, or if a new <br /> mitigation measure is identified which is considerably different from those identified in the 2003 <br /> C:IDocuments and SettingslkmateolLocal SettingslTemporary Internet Filesl0602 proposal section 2-rev.doc <br />
