Wagstaff and Associates Proposal for Services
City of Redwood City Peninsula Park Project EIR Addendum Project
September 28, 2006 Page 2-2
EIR, Wagstaff and Associates will inform City staff immediately for a determination regarding
how to proceed (Addendum with project modification, Mitigated Negative Declaration,
Supplemental EIR, etc.).
If, as currently anticipated, the evaluation reveals no substantive new impact or mitigation not
adopted by the applicant, Wagstaff and Associates will complete Tasks 4 through 7 below to
complete an EIR Addendum pursuant to CEQA Guidelines section 15164.
Task 5. Preparation of Screen Draft EIR Addendum
Wagstaff and Associates will prepare a final version of the EIR Addendum based on: (1) City
staff concurrence that the Administrative Draft CEQA document findings are consistent with
CEQA Guidelines section 15164 (Addendum to an EIR)--i.e., an Addendum does represent the
proper CEQA approach; and (2) comments from City staff and, if City staff desires, the
applicant, on the Administrative Draft CEQA document content. Prior to public release, five (5)
copies of a "Screen Check" version of the Final Addendum will be submitted to City staff for final
review and approval.
Task 6. Preparation of Public Release EIR Addendum
Based on City staff comments/approval of the "Screen Check" version, any necessary final
revisions will be completed and seventy-five (75) copies of the public release version of the EIR
Addendum, plus one camera-ready and one electronic version, will be delivered to the City.
Task 7. Meetings and Public Hearings
John Wagstaff, Principal-in-Charge or Ray Pendro, Project Manager, will attend up to three (3)
more meetings with staff and, if staff desires, the applicant, to discuss the administrative or
screen check versions of the Addendum (in addition to the two meetings described previously
under Task 1). John Wagstaff or Ray Pendro will also attend up to two (2) public hearings to
assist staff in presenting the Addendum.
Task 8. Responses to Comments
Wagstaff and Associates will prepare an administrative draft and final memorandum responding
to public comments received on the Addendum content for submittal to City decision-makers
prior to action on the EIR Addendum. If necessary, to adequately respond to the comments
received, the response-to-comments memorandum will include warranted revisions to the Draft
Addendum text.
Task 9. Mitigation Monitoring Reporting and Implementation Plan Revisions
Wagstaff and Associates will assist in updating/revising the City's 2003 Mitigation and
Monitoring Reporting Plan to incorporate the project changes and Addendum findings.
C:IDocuments and SettingslkmateolLocal SettingslTemporary Internet FilesI0602 proposal section 2-rev.doc
