<br />Commissioner Wright commented on the resident vs. non-resident issue and <br />said that he likes people to enjoy our parks - even those out of town. <br /> <br />Commissioner White says that it's more of the enforcement of rules and how our <br />parks are used rather than a resident vs. a non-resident issue. <br /> <br />Chairperson Slusser asked staff to look at a feasibility study for preference and <br />fees for possibly increasing fees for non-residents. <br /> <br />Chairperson Slusser also directed staff to outline everything this evening by <br />having a document with agreed rules (put in ordinance format), and then look <br />next at enforcement and policy statements along with these rules. <br /> <br />Commissioner Swope is concerned with the enforcement issue saying that <br />before the Commission brings these rules to City Council, the Commission <br />should think of the enforcement behind the rules (so the Commission doesn't <br />have to keep going back to Council for revisions). <br /> <br />Chairperson Slusser asked for volunteers who would like to be on the Park Rule <br />Enforcement Task Force. Commissioners White, Joseph and Wright agreed to <br />meet together. <br /> <br />ITEM 2 - UPDATE ON PARK DEVELOPMENT ORDINANCE <br /> <br />Director Centeno said that the Park Development Ordinance continues to move <br />forward as she has met with the Council Finance Committee and that in January <br />sometime would be when this would be officially at the Council level to vote on. <br /> <br />ITEM 3 - PARK NEEDS <br /> <br />Superintendent Hover said that he will be meeting again on this topic on <br />September 28th and that the committee will discuss how to involve a consultant. <br /> <br />ITEM 4 - UPDATES <br /> <br />Parks for the Future: Director Centeno said that Measure A is on the November <br />Ballot and that the City Council has endorsed this measure. <br /> <br />Solari Windmill: Superintendent Hover said that things are moving forward here <br />and the next meeting is in 1-2 weeks. Keith Bautista told Superintendent Hover <br />that he will be the project architect. <br /> <br />6 <br />
