<br />Superintendent Hover made reference to the Bay Area Air Quality Control rule <br />that municipalities are exempt from certain restrictions including the use of public <br />BBQ's and other recreational fires in parks. <br /> <br />Commissioner Swope commented on the Skate Park saying that she too would <br />like to see this as a "no smoking area". Commissioner Swope also said that she <br />can understand the point of view of allowing only adults accompanying children <br />into tot lots and playgrounds; however, she voiced concerned about seniors <br />wanting to watch children and the joy people get watching children at play. <br /> <br />Commissioner Swope also suggested that jumpers be allowed only in certain, <br />limited areas of certain parks that would be determined by staff. <br /> <br />Superintendent Hover said that people love jumpers, and that if approved by the <br />Commission, would look at installing specified electrical outlets to these certain <br />areas so generators would not be necessary to bring into the park. <br /> <br />Commissioner Swope concluded by saying that she would like to see permits are <br />required for 25 or more people rather than 50 or more. <br /> <br />Commissioner Wright commented that he would like to take a look more closely <br />at the resident vs. non-resident for permits issue. <br /> <br />Commissioner Slusser then directed the Commission to look at consensus <br />among the Commissioners for the proposed rule changes. Director Centeno <br />created a list for everyone to see as they moved from item to item. <br /> <br />The Commission agreed on the following: <br /> <br />1. A permit is required for 25 or more people in a group <br />2. A permit is required for any structure of 12 feet or more (in any direction) <br />3. A permit is required for any jump structures (staff will designate precise <br />approved areas per policy) <br />4. Portable BBQ's are allowed in designated areas only and by permit only <br />5. Any amplified sound and any live music must be approved by permit <br />6. All City parks are designated as Drug Free Zones <br />7. Prohibited Activities in parks (as listed in Commission's packet) approved <br />8. Dogs on 6 foot leash is allowed in parks (Superintendent Hover also said <br />that there is a limit by dog handlers to only have 3 dogs on leash at a time) <br />9. Department name change in ordinance is o.k. <br /> <br />Director Centeno said that staff will check to see if the Skate Park would be <br />considered a "play activity center" and thus be designated a no-smoking area. <br />Additionally, Director Centeno said that staff will check if this is true for play <br />fields. <br /> <br />5 <br />
