original park rules sub committee recommendations to what was provided for this
meeting.

Superintendent Hover reviewed e-mails and phone calls from the public about
the proposed changes (Commission provided copies), including the issues of
portable BBQ's, structures in the park, dogs, and skate park rules.

Chairperson Slusser asked the Commission for any comments or questions.

Commissioner Joseph noted that the sub-committee recommended that jumping
structures would only be allowed in certain parks based on space within the park.

Commissioner White asked if the Skate Park would be considered a "playground"
and thus we could enforce a no-smoking allowed policy there (which there is
currently a law that states there is no smoking allowed 20 feet from a play activity
area). Director Centeno said that staff would look into whether the Skate Park
would be included.

Commissioner White thought a good idea came from a resident e-mail (Anne
Weaver) that the cities of San Francisco and Sacramento do not allow adults into
playgrounds if they aren't accompanying any children.

Commissioner White commented that people seem to want more BBQ's and
would like to talk about possibly limiting the size of BBQ's people bring into
parks. He also would like to see clarification regarding dogs in parks and them
being allowed on playing fields or not. Commissioner White asked for
clarification on whether there were currently rules that prohibit bringing structures
into the park. Staff responded that there currently is no prohibition.

Commissioner White then asked that there be limited hours in the Skate Park -
specifically for 16 years and younger during school hours.

Commissioner Joseph said that because of different school schedules, breaks,
private school and public school schedules, that limiting park hours for certain
ages would be too difficult to manage.

Commissioner White concluded by saying that he is concerned about having
adults in tot lot playgrounds without accompanying a child, and suggested that
they could certainly sit outside of these gated areas.

Commissioner Joseph, concerned about air quality and those affected by smoke,
asked if smoking is currently allowed at picnic tables (and staff said "yes", it is
allowed as there are no laws prohibiting that).

4
