"Section 5:24.2 Notwithstanding the provisions of Section 5.24 hereof, no dog need be vaccinated for rabies if: II (a) A duly licensed veterinarian, upon examination of said dog, determines at such time that a rabies vaccination would have a physiological effect on said dog of the sort that would endanger its health, and said veterinarian prepares a certificate to that effect; and "(b) Such certificate is presented to the Health Officer within five days after such examination; and "(c) The Health Officer concurs with the opinion of the veterinarian, contained in such certificate, and endorses on such certificate his approval thereof. "Such certificate must bear the date of examination by the veterinarian, and the date of approval and issuance thereof by the Health Officer. "Such certificate shall expire on the first anniversary of its issuance. A certificate may be renewed on a year to year basis upon presentation to the Health Officer of current information furnished pursuant to items (a) and (b) hereof. "section 5.24.3 Every person who owns, or has custody or control of, an unvaccinated dog older than four months of age, and who has not complied with the provisions of sections 5.24 or 5.24.1 hereof, shall comply with said provisions within ten days from the'effective date of the ordinance enacting this division or within ten days following the date upon. which such dog becomes four months old when such date occurs after said effective date." SECTION 4.
