The second step is an incentive adjust- <br />ment to encourage an employee to improve his work. <br />Employees should be made eligible for this adiust-. <br />ment any time after the completion of a prescribed <br />probationary period. The adiustment should be <br />only if recommended by the department head, and <br />approved by the city Manager.
