Di.r.ector of the Stat,e Office of Emergency Services, or the existence of a 'state of war emergency,' the Director is hereby empowered to: II (a) Make and issue rules and regulations on matters reasonably related to the protection of life and property as affected by such emergency: provided, hO\lJever, such rules and regulations must be confirmed at the earliest practicable time by the City council: "(b) Obtain vital supplies, equipment, and such other properties found lacking and needed for the protection of life and property and to bind the city for the fair value thereof and, if required imrncdiately, to commandeer the same for public use: II (c) Require emergency servi.ces of any city officer or employee and, in the event of the proclamation of a . state of emergency' in the count:y in \'Jh1Ch t.his City is located or the existence of a 'state of war emergency,' to con1.mand the aid of as many citizens of this conullUnity as he deems necessary in the executi.on of his duties: such persons shall be entitled to all privileges, benefits, and immunities as are provided by state law for registered disaster service workers: .. (d) Requisition necessary personnel or materi.al of any city department or agency; lI(e) Execute all of his ordinary powers as Hayor, all of the special powers conferred upon him by this chap-ter or by resolution or emergency plan adopted pursuant hereto by the City Council, all powers conferred upon him by any statute, or by any agreement approved by the City Council, and by any 'other lawful authority: "(f) Order a general curfew applicable to such geographical areas of the city or to the city as a whole, as he deems advisable and applicable during such hours of the day or night as he deems necessary in the interest of the public safety and welfare and reasonably calcula- ted to avoid damage or injuries to persons, property, or the publi.c peace: a 'curfew' is defined as, and shall be when so declared, a prohibition against any person or persons being or remaining in any alley, street, highway, road, park, playground, pathway or sidc:;,,,alk, or other public ground or building or place of public amusement or entertainment, or other public property or vacant premises within the curfew area: and "(g) Make, in the interest of public safety and welfare, any or all of the following orders wi,th reference to certain geographical areas of the City or the city as a whole: "(1) Order the closing of all retail liquor stores. ,. (2) order the closing of all beer taverns. "(3) Order the clo!dng of all private clubs or portions thereof \'lherein t.he con~;umpt,ion of intoxicat.ing liquor, wine, or beer is permitted. -- 4- .. r
