<br />Di.r.ector of the Stat,e Office of Emergency Services, or the <br /> <br />existence of a 'state of war emergency,' the Director is <br /> <br />hereby empowered to: <br /> <br />II (a) Make and issue rules and regulations on matters <br />reasonably related to the protection of life and property <br />as affected by such emergency: provided, hO\lJever, such <br />rules and regulations must be confirmed at the earliest <br />practicable time by the City council: <br /> <br />"(b) Obtain vital supplies, equipment, and such other <br />properties found lacking and needed for the protection <br />of life and property and to bind the city for the fair <br />value thereof and, if required imrncdiately, to <br />commandeer the same for public use: <br /> <br />II (c) Require emergency servi.ces of any city officer or <br />employee and, in the event of the proclamation of a <br />. state of emergency' in the count:y in \'Jh1Ch t.his City <br />is located or the existence of a 'state of war emergency,' <br />to con1.mand the aid of as many citizens of this conullUnity <br />as he deems necessary in the executi.on of his duties: <br />such persons shall be entitled to all privileges, <br />benefits, and immunities as are provided by state law <br />for registered disaster service workers: <br /> <br />.. (d) Requisition necessary personnel or materi.al of any <br />city department or agency; <br /> <br />lI(e) Execute all of his ordinary powers as Hayor, all of <br />the special powers conferred upon him by this chap-ter <br />or by resolution or emergency plan adopted pursuant <br />hereto by the City Council, all powers conferred upon <br />him by any statute, or by any agreement approved by the <br />City Council, and by any 'other lawful authority: <br /> <br />"(f) Order a general curfew applicable to such geographical <br />areas of the city or to the city as a whole, as he <br />deems advisable and applicable during such hours of <br />the day or night as he deems necessary in the interest <br />of the public safety and welfare and reasonably calcula- <br />ted to avoid damage or injuries to persons, property, <br />or the publi.c peace: a 'curfew' is defined as, and <br />shall be when so declared, a prohibition against any <br />person or persons being or remaining in any alley, <br />street, highway, road, park, playground, pathway or <br />sidc:;,,,alk, or other public ground or building or place <br />of public amusement or entertainment, or other public <br />property or vacant premises within the curfew area: and <br /> <br />"(g) Make, in the interest of public safety and welfare, any <br />or all of the following orders wi,th reference to certain <br />geographical areas of the City or the city as a whole: <br /> <br />"(1) Order the closing of all retail liquor stores. <br /> <br />,. (2) order the closing of all beer taverns. <br /> <br />"(3) Order the clo!dng of all private clubs or portions <br />thereof \'lherein t.he con~;umpt,ion of intoxicat.ing <br />liquor, wine, or beer is permitted. <br /> <br />-- 4- .. <br /> <br />r <br />
