this Chapter 38, and all revenues arising from the imposition of the charges and fees established by the rules and regula- tions (and all amendments thereto) of the Water Department of the City of Redwood City, or such other revenues derived from the operation of water utilities owned or operated by the City as are or may be provided, shall be deposited in the Water Fund. Such revenues shall be expended solely for the following purposes related to the water service areas (as those areas are designated in ~38.1) from which such revenues are derived; provided, however, that Areas A and C may be deemed one area for purposes of this section. liThe acquisition, construction, reconstruction (including the extension or replacement of existing mains and trans- mission lines), maintenance, management, operation and repair of the water facilities located in said Areas A and C, or Area Bi the payment of bond interest and principal or charges due on any bond issue (including facilities bonds, all or any portion of the proceeds of which are. use1 for the following purposes) sold for the purposes of acquiring, constructing or reconstructing water facilities located in said Areas A and C, or Area B; and for such other lawful purposes of the City of Redwood City as the Council of said City may provide from time to time." SECTION 7. This ordinance shall be effective 30 days after its adoption but the monthly charges established by that portion of Section 4 hereof adding Section 38.5 to Article II of Chapter 38 of the Code of the City of Redwood City shall not be operative with respect to each water consumer until the completion of the billing period in progress on the effective date of this ordinance.
