Expenditures made, liabilities incurred, or warrants issued ln excess of any of the budget appropriations as originally approved, or as thereafter increased or decreased, shall not consti tute an oblig-ation or liability of the City. The officiaJ making or incurring such expencJitures ln an am:>unt:cnO'\"m to him to be in excess of the available balance of the appropriation against which it is drawn, shall be liable therefor upon his official bond. Ti1e City Manager and t-;1e City Council shall approve no claims and the Treasurer shall issue no warrant or chec:;: for any expenditure ln excess of existing appropriations except on an order of a court of competen-t ju:cisdiction or fcr an emergency as herein provided. SECTION 5. E~lliRGENCY EXPENDITUiiliS. Upon the happening of any emergency caused by fire, flood, explosion, storm, earthquake, epldemlc, riot or insurrection, or for the immediate preservation of public order, peace, health and safety, or ror the restoration to a conditi.on of lEefulness of any public property the usefulness of which has been destroyec1 by accident or act of God, or for the relief of an area stricken by calamity, or to meet monetary expenditures required by law, the City Council may, upon the acJ_option by two-thirds vote of the members present at any regular, a~j~urneG or special meeting, of a resolution stating the facts cons ti-tuting the emergency, maJ;:e the expendi-ture necessary to meet: such emergency. All emergency expenditures shall be paic1 by warrant or check from any fund properly chargeable therewith and the City Treasurer is hereby authorizec: and di.1~ected. to pay such warrants. SECTION 6.
