- EXHIBIT "A" -

WILSEYII
HAMI!
September 25, 2000 ENGINEERING · PLANNING · SURVEYING

Mr. Brian Lee
Senior Civil Engineer
City of Redwood City
1017 Middlefield Road
P.O.Box 391
Redwood City, CA 94064 WH No. 275-46-01

Re: Design of Roosevelt Avenue

Dear Mr. Lee:

Based on our discussions with the City as to project requirement and scope of works for the design
of Roosevelt Avenue from Hudson Avenue to Valota Avenue, we are pleased to provide you with
this proposal.

Background
In 1987 Wilsey Ham prepared plans for the reconstruction of Roosevelt Avenue from Hudson
Avenue to Valota Avenue. Although the street has been maintained, the reconstruction project was
not done. The project was for a conventional 40ft. wide, curb to curb street. Since that time the City
has determined that such residential streets might be more pleasing with defined areas which can be
planted. In addition, this street has many existing trees which would have been removed under the
previous plan. All of the trees can be preserved under the new plan.

Consequently, the City is proposing to proceed with the new plan. This proposal is for engineering
services to provide the City with the plans, specifications and an engineers estimate (PS&E) for the
construction of the project.

Scope of Services

General
The Scope of Services provided for herein include the following:
1. Development of Base Mapping.
2. Supplemental surveying.
3. Development and calculation of street geometrics, layout of curb, gutter and sidewalk.
4. Development and calculation of a new street profile.
5. Inclusion of a sewer system which has been previously designed.
6. Inclusion ora water system which has been previously designed.
7. New drainage system.
8. New traffic signals at the Valota Avenue intersection.
9. Coordination of the civil plans with other work to be done in conjunction with the street
rehabilitation.

383 A Vintage Park Drive · Foster City, CA 94404 · 650 / 349-2151 · Fax: 650 / 345-4921
