<br />officials, employees and departments who shall issue no <br /> <br />permit, license or certificate allowing any construction <br /> <br />in violation of this chapter. <br /> <br />"section 24.5 <br /> <br />Whenever the Council shall have found <br /> <br />and determined by resolution that a state of emergency <br /> <br />exists by reason of which the public safety and welfare <br /> <br />require the use of plumbing fixtures, materials, appliances <br /> <br />or methods of installation not specifically prescribed by <br />this code or the Plumbing Code, the Building Inspector may <br />approve any such alternate, provided he finds that such <br /> <br />, <br />I <br /> <br />alternate fixture, material, appliance or method of install- <br /> <br />ation is, for the purpose intended, at least the equivalent <br /> <br />of that prescribed in this code or the Plumbing Code in <br />quality, strength, effectiveness, durability and safety. <br /> <br />The Building Inspector shall require that sufficient evidence <br /> <br />or proof be submitted to substantiate any claims that may <br /> <br />be made regarding such use. <br /> <br />lIWhenever there is evidence that any fixture, material <br /> <br />appliance or method of installation does not conform with <br /> <br />the requirements of this code or the Plumbing Code, or in <br /> <br />order to substantiate claims for alternate fixtures, material, <br /> <br />appliances or methods of installation, the Building Inspector <br /> <br />may require tests as proof of compliance to be made at the <br /> <br />expense of the person applying for the permit, or his agent, <br /> <br />by an approved agency. <br /> <br />"Copies of the results of all such tests shall be kept <br /> <br />on file in the office of the Building Inspector for a period <br /> <br />of not less than two years after the approval Of'~uChfiX- <br /> <br />ture, material, appliance or method of installation. <br /> <br />liThe authority of the Building Inspector to approve of <br /> <br />-2- <br /> <br />..' <br />
