<br />22. Publication and Posting. A copy of the resolution <br />shall be published twice in a newspaper published in the City. <br />A copy shall also be posted on the bulletin board of the City <br />Hall or on or near the Council Chambers door. <br />23. Mailing. Copies of the Resolution shall be mailed <br />to the owners of land in the territory proposed to be annexed, <br />who have not signed the petition, as shown on the last eq~alized <br />assessment roll on which city taxes are collected, provided that <br />if any ownership shall have since changed it shall be mailed to <br />the owner or owners as shown in the records of the City Assessor <br />or as known to the Clerk. Copies shall also be mailed to owners <br />of utilities who have filed with the County Assessor for said <br />year requests for notice pursuant to Sections 58900 et seq of the <br />Government Code. <br />24. Affidavits. The clerk shall cause affidavits of pub- <br />lication and mailing to be made and filed in his office prior to <br />the day of hearing. <br />25. Hearing. At the hearing, the Council shall hear all <br />persons interested, and shall determine whether the proposed <br />territory will be benefited by being so annexed and whether the <br />district will be benefited by such annexation. <br />26. Limitation. No territory shall be annexed which the <br />Council finds will not be benefited by the annexation. If the <br />Council shall find that all of said territory will not be so bene- <br />fited, none of the territory shall be annexed unless the percentage <br />of the owners thereof have petitioned therefor as provided in <br />Section 20. <br />27. Final Resolution. If the Council shall determine <br />that territory shall be annexed, it shall, by the affirmative vote <br />of four-fifths (4/5ths) of its members, adopt a resolution deter- <br />mining that the public interest, convenience and necessity require <br />the annexation of said territory, which shall describe by boundary <br />the territory so annexed, and refer to the ordinance creating the <br /> <br />2. <br /> <br />"'-'~'-'-"~-""~'''-''~-''--''.''-'''''''---'-'--~-~'-----_. <br />
