22. Publication and Posting. A copy of the resolution shall be published twice in a newspaper published in the City. A copy shall also be posted on the bulletin board of the City Hall or on or near the Council Chambers door. 23. Mailing. Copies of the Resolution shall be mailed to the owners of land in the territory proposed to be annexed, who have not signed the petition, as shown on the last eq~alized assessment roll on which city taxes are collected, provided that if any ownership shall have since changed it shall be mailed to the owner or owners as shown in the records of the City Assessor or as known to the Clerk. Copies shall also be mailed to owners of utilities who have filed with the County Assessor for said year requests for notice pursuant to Sections 58900 et seq of the Government Code. 24. Affidavits. The clerk shall cause affidavits of pub- lication and mailing to be made and filed in his office prior to the day of hearing. 25. Hearing. At the hearing, the Council shall hear all persons interested, and shall determine whether the proposed territory will be benefited by being so annexed and whether the district will be benefited by such annexation. 26. Limitation. No territory shall be annexed which the Council finds will not be benefited by the annexation. If the Council shall find that all of said territory will not be so bene- fited, none of the territory shall be annexed unless the percentage of the owners thereof have petitioned therefor as provided in Section 20. 27. Final Resolution. If the Council shall determine that territory shall be annexed, it shall, by the affirmative vote of four-fifths (4/5ths) of its members, adopt a resolution deter- mining that the public interest, convenience and necessity require the annexation of said territory, which shall describe by boundary the territory so annexed, and refer to the ordinance creating the 2.
