CWM:djn 3/28/90 RD-7/27)

1. THE NO PROJECT ALTERNATIVE.
This Alternative consists of leaving the site as
it lS in its blighted condition. While most
significant adverse effects identified in the Final EIR
would be eliminated by this Alternative, the overriding
considerations of achievement of the goals of the
General Plan, job creation and community beautification
outweigh the adverse effects set forth in the Final
EIR.

The one adverse effect on the environment that

would be more significant under the No Project

Alternative than under the proposed project has to do

with clean-up of toxins presently in the soil at the

Project site. Without this Project, there is no

telling when or by whom such clean-up would occur.

This alternative is, therefore, infeasible and

undesirable because it would also preclude attainment

of several express objectives of the Community

Redevelopment Law. The avoidance of limited negative

effects is not justified by the loss of the beneficial

impacts on the environment identified in the Final EIR

that would be realized as a result of the Project, most

important of which is the removal of toxins from the

site.

2. THE RESIDENTIAL/RETAIL ALTERNATIVE.

Under this alternative, 20,214 square feet of

office/service and retail uses proposed on the second

floor of buildings liD" and "E" would be replaced with

17

11265
