<br />CWM:djn 3/28/90 RD-7/27) <br /> <br />1. THE NO PROJECT ALTERNATIVE. <br />This Alternative consists of leaving the site as <br />it lS in its blighted condition. While most <br />significant adverse effects identified in the Final EIR <br />would be eliminated by this Alternative, the overriding <br />considerations of achievement of the goals of the <br />General Plan, job creation and community beautification <br />outweigh the adverse effects set forth in the Final <br />EIR. <br /> <br />The one adverse effect on the environment that <br /> <br />would be more significant under the No Project <br /> <br /> <br />Alternative than under the proposed project has to do <br /> <br />with clean-up of toxins presently in the soil at the <br /> <br /> <br />Project site. Without this Project, there is no <br /> <br />telling when or by whom such clean-up would occur. <br /> <br /> <br />This alternative is, therefore, infeasible and <br /> <br />undesirable because it would also preclude attainment <br /> <br /> <br />of several express objectives of the Community <br /> <br />Redevelopment Law. The avoidance of limited negative <br /> <br />effects is not justified by the loss of the beneficial <br /> <br />impacts on the environment identified in the Final EIR <br /> <br /> <br />that would be realized as a result of the Project, most <br /> <br />important of which is the removal of toxins from the <br /> <br />site. <br /> <br />2. THE RESIDENTIAL/RETAIL ALTERNATIVE. <br /> <br /> <br />Under this alternative, 20,214 square feet of <br /> <br /> <br />office/service and retail uses proposed on the second <br /> <br />floor of buildings liD" and "E" would be replaced with <br /> <br />17 <br /> <br />11265 <br />
