RATIONALE AND FACTS SUPPORTING FINDINGS. <br /> <br />EI Camino Real is the major thoroughfare in the <br /> <br />Project Area. Adequate access to the Project from this <br /> <br />thoroughfare must be provided. <br /> <br />The alternative is <br /> <br />consistent with the design and purpose of the Project <br /> <br />and is a logical addition to the Project. <br /> <br />4. MONITORING RESPONSIBILITY. <br /> <br />Responsibility for monitoring these mitigation <br /> <br />measures shall be with the Redwood City Planning <br /> <br />Director and the Developer. <br /> <br />D.
