<br />CWM:dj. 03/28/90 RD-7/27) <br /> <br />City Council and the Agency also are aware of the adverse <br /> <br />environmental consequence referred to in the Final EIR as "land <br /> <br />use succession", which the Draft EIR stated could not be <br /> <br />mitigated to a less-than-significant level, but which the Final <br /> <br />EIR states can be reduced to a less-than-significant level if <br /> <br />"applications for up-zoning or intensification of use are <br /> <br />denied." The City Council and the Agency each hereby determine <br /> <br />that certain economic and social benefits of the Sequoia Station <br /> <br />Project, as mitigated under Section A. of this resolution, <br /> <br />outweigh any unavoidable adverse environmental effect as well as <br /> <br />any other adverse effect whether found herein to be avoidable or <br /> <br />otherwise, and the specific reasons that support and lead to such <br /> <br />determination follow: <br /> <br />a. The Sequoia Station Project will result in the <br /> <br />replacement of a blighted area with an attractive <br /> <br />community focal point in the Downtown Subarea of <br /> <br />the Proj ect Area, thus helping to achieve one of <br /> <br />the <br /> <br />most <br /> <br />important <br /> <br />goals <br /> <br />of <br /> <br />the <br /> <br />Community <br /> <br />Redevelopment Law. <br /> <br />b. The Sequoia Station Project will provide the <br /> <br />communi ty with a mul timodal transit facility to <br /> <br />serve the many persons who either live or work in <br /> <br />this City. <br /> <br />c. The Sequoia Station Project will place several <br /> <br />acres of vacant land in attractive and productive <br /> <br />use. <br /> <br />d.
