Figures <br />used in the Second Amendment, suggest that up to <br /> <br />935 units are projected to be built in the <br /> <br />Amendment Area, redevelopment which is expected to <br /> <br />be proceeding parallel to the Sequoia Station <br /> <br />Project, thus resulting in an overall increase of <br /> <br />dwelling units. Using available figures, the 1980 <br /> <br />Census showed that about 28% of the employed <br /> <br />residents of Redwood City worked in Redwood City. <br /> <br />ABAG projects that in 1990, there will be 43,000 <br /> <br />jobs in Redwood City. <br /> <br />ABAG's Housing Needs <br /> <br />Determination arbitrarily estimates that half of <br /> <br />these job holders would be in-commuters. <br /> <br />If the <br /> <br />ABAG <br /> <br />figures <br /> <br />were <br /> <br />used <br /> <br />to <br /> <br />estimate <br /> <br />employment-generated housing demand, the demand <br /> <br />would be 225 (450 jobs x 50%) rather than the <br /> <br />maximum 450 residential units given in the DEIR. <br /> <br />The "jobs/housing balance" is a matter of regional <br /> <br />scope and cannot be adequately addressed on a <br /> <br />project area basis. <br /> <br />Therefore, no mitigation <br /> <br />efforts can be guaranteed to specifically address <br /> <br />the "jobs/housing balance" issue. <br /> <br />d.
