Create a list called "Pre-approved Tree Companies" or "Work-verified Tree
Companies" that verifies the essential business practices and provides Initial
qualifications to perform professional tree work in the City. The tree
companies would voluntarily sign an agreement and if they violate the
conditions in the agreement more than once, they would be removed from the
list or placed on a "Removed from the List" list. The City would electronically
post the list that would be updated monthly on the website and would provide
copies to residents without web access.

Companies would meet the following requirements:
. Certified Arborist or Board Certified Master Arborist on staff, (Certified
Tree workers could be an asterisk listing)
. Redwood City Business License
. State Contractors License
. Retain liability and workers compensation insurance to work on City-
owned trees. Name the City as additional insured on their certificate of
insurance.
. Request or require tree companies to educate their customers about
the permit processes.
. Agree to follow the two City codes for tree permit processes and tree
replacement.
. Agree to prune to ANSI A-300 Pruning Standards

18. Establish a plan to reduce sidewalk maintenance cycle time to 20 years. This
assumes that all unsafe conditions will be patched and/or repaired
immediately.

19.Expand the sidewalk cost share program to include repairing gutters where
gutters hold standing water posing a significant health hazard.

Context:

a. The City is responsible for all the routine maintenance on the approximately
18,000 street trees and 15,000 park trees.

b. There is no long-term pruning maintenance schedule available. Due to the
magnitude of the inventory, the most critical and high priority work is
scheduled first. As much work as possible is performed in the more efficient
block pruning approach.

Re.formatted 11/29/2006
