City Trees, a citizen's volunteer group, has a "tree maintenance group" <br />trained and supervised by the City that is working on pruning the young <br />trees that it plants. <br /> <br />Findings: <br /> <br />a. Untrained or unlicensed individuals and non-professionals (e.g. <br />homeowners and yard maintenance crews) are performing tree <br />maintenance on privately owned trees, which threatens the health, safety <br />and appearance of trees. <br /> <br />b. The City has not created a resource list of arborists that property owners <br />can use to hire from. <br /> <br />Topic 6. Budget <br /> <br />Recommendations: <br /> <br />20. Fund code enforcement through the General Fund augmented by other <br />income, e.g., related parking violation, developer fees, permit fees, <br />honorariums, donors and memorials. The city should consider requiring the <br />violator reimburse administrative costs. <br /> <br />21. Penalties generated from violation revenues to be credited back to the tree <br />education programs. <br /> <br />Context: <br /> <br />a. The Tree section is 1.8 FTE (full-time equivalent) for sidewalk program <br />oversight and 3.6 FTE (including superintendent and secretary) for tree <br />maintenance <br /> <br />b. Revenue sources are: <br /> <br />. The City General Fund budget for Tree Maintenance - $760,825 <br />. The City Capital Improvement Program for Sidewalk Repair - <br />$1,000,000 <br />. The City Capital Improvement Program for Tree Estab!ishment Fund - <br />$90,000 ($10,000 for tree purchases, $80,000 for tree watering) <br />. Occasional grants are written to fund specific projects <br />. Partnership with City Trees which writes grants to purchase, plant and <br />maintain trees to the order of $75,980. Since 2000, volunteers have <br />planted almost 1600 trees. <br />. Some jurisdictions charge for tree permits.
