Record Keeping <br /> <br />Formal Minutes of the T ask Force meetings were not recorded. The <br />Facilitator, in the form of "Memory Notes," documented relevant information <br />and Task Force decisions. Memory Notes from each Task Force meeting <br />were distributed to Task Force members by mail and electronically for their <br />review prior to the following meeting. Task Force members were provided the <br />opportunity at each meeting to revise or supplement and then accept the <br />Memory Notes taken at the previous meeting. <br /> <br />D. Quorum <br /> <br />At the first meeting, the Task Force decided that 80% of the Task Force <br />members must be present to establish a quorum for decision-making. If fewer <br />than 80% are present at a meeting, no binding decision can be made. For the <br />purposes of math, decimals would be rounded up. <br /> <br />E. General Decision Making <br /> <br />The T ask Force determined that every decision, including its final <br />recommendations, required the consensus agreement of 80% of the <br />members present at the meeting. For the purposes of math, decimals would <br />be rounded up. <br /> <br />F. Task Force Agreement on Final Report <br /> <br />The Task Force agreed to support the recommendation to Council approved <br />by an 80% consensus vote, and to educate, inform and advocate for this <br />recommendation to the community if Council accepts it. <br /> <br />G. Input from the general public <br /> <br />Time was allotted on each meeting agenda to hear comments from the <br />general public including a letter submitted to the task force. <br /> <br />H. Subcommittee <br /> <br />On May 24, 2006, the Task Force created a Subcommittee to conduct in- <br />depth review of material that was presented to the Task Force and to begin to <br />formulate the Task Force's Findings and Recommendations document.
