<br />Public Works Superintendent, regularly attended Task Force meetings <br />and provided assistance to the Task Force. <br /> <br />C. Task Force Agreement on Final Recommendation <br /> <br />The City Council requested that the final recommendation from the Task <br />Force come from a consensus of at least two-thirds of the members or a <br />higher standard, if established by the Task Force. <br /> <br />D. Meeting Schedule <br /> <br />The City Council scheduled 12 Task Force meetings for the second and <br />fourth Wednesdays of every month beginning March 8th, 2006, through <br />August 23rd, 2006. To complete its work, the Task Force held an <br />additional meeting on September 13, 2006. The meetings were scheduled <br />to take place from 6:30 p.m. to 9:00 p.m. <br /> <br />E. Attendance <br /> <br />The City Council specified that each Task Force member attend 90% of all <br />scheduled meetings. <br /> <br />2. TASK FORCE OPERATIONS <br /> <br />Details about the Task Force, including members, quorum and decision-making <br />requirements, and other operational details are provided below. <br /> <br />The City Council allowed the Task Force to establish some of its own ground <br />rules. The Task Force established ground rules during the first few meetings. <br />Some of the more pertinent ground rules are identified below. <br /> <br />A. Operational Charge <br /> <br />The Task Force accepted that its charge was outlined in the City Council <br />Memorandum drafted by Council persons Jeff Ira and Barbara Pierce dated <br />October 19, 2005. This City Council Memorandum charges the Task Force <br />with reviewing the City's policies, procedures, and practices associated with <br />the living infrastructure of both City-owned and privately-owned trees, and the <br />conflicts that often occur in the repair/replacement of sidewalks. curbs. and <br />gutters. <br /> <br />B.
