Task Force Agreement on Final Recommendation The City Council requested that the final recommendation from the Task Force come from a consensus of at least two-thirds of the members or a higher standard, if established by the Task Force. D. Meeting Schedule The City Council scheduled 12 Task Force meetings for the second and fourth Wednesdays of every month beginning March 8th, 2006, through August 23rd, 2006. To complete its work, the Task Force held an additional meeting on September 13, 2006. The meetings were scheduled to take place from 6:30 p.m. to 9:00 p.m. E. Attendance The City Council specified that each Task Force member attend 90% of all scheduled meetings. 2. TASK FORCE OPERATIONS Details about the Task Force, including members, quorum and decision-making requirements, and other operational details are provided below. The City Council allowed the Task Force to establish some of its own ground rules. The Task Force established ground rules during the first few meetings. Some of the more pertinent ground rules are identified below. A. Operational Charge The Task Force accepted that its charge was outlined in the City Council Memorandum drafted by Council persons Jeff Ira and Barbara Pierce dated October 19, 2005. This City Council Memorandum charges the Task Force with reviewing the City's policies, procedures, and practices associated with the living infrastructure of both City-owned and privately-owned trees, and the conflicts that often occur in the repair/replacement of sidewalks. curbs. and gutters. B.
