City Council
.FrQmtheqC~ .;;Mall<_er

December 4, 2006

SUbject
Construction Management Services for the Redwood City Recycled Water Project

Recommendation
By motion, approve and authorize execution of an agreement with CSG Consultants,
Inc. of San Mateo, California, for providing Construction Management Services for
pipeline Bid Packages 3 and 4 of the Redwood City Recycled Water Project - Phase I
- Redwood Shores Distribution System for the time and material cost of $892,414.00.

Background
In December 2005, the City assembled a selection panel for the purpose of selecting a
construction management firm to provide construction management and inspection
services for the Redwood City Recycled Water Project - Phase I - Redwood Shores
Distribution System.

CSG Consultants, Inc., a San Mateo City-based company, was chosen based on their
qualifications and experience in working on similar projects throughout the Bay Area.
They have extensive applicable experience, and proved to be the most qualified out of
the four finalists, to complete the job.

In February 13, 2006, the City awarded a contract to CSG to provide construction
management and inspection services for the first two recycled water distribution pipe
construction projects for the Redwood Shores Area (Bid Packages 1 & 2). Both
Packages are slated for completion at the end of this year.

The next two pipeline construction projects (Bid Packages 3 and 4) are needed to
deliver recycled water to existing commercial irrigation and City roadway landscape
customers in the western area of Redwood Shores. Council awarded the construction
contract for Bid Package 3 on November 20,2006. The bid opening for Bid Package 4
is scheduled for early 2007.

CSG's overall performance to date has met staff expectations, and for Bid Package 2, in
particular, the construction is ahead of schedule. CSG's experience within the past
eight months will further benefit the City in the execution of Bid Packages 3 and 4, as
they are located in the same area and are similar in nature.

Page 1 of2
