",',... . ," <br /> <br />December 4, 2006 <br /> <br />Subject <br />Application for and acceptance of a California Department of Transportation (Caltrans) <br />Environmental Justice Planning Grant - Fair Oaks Access and Improvement Study for <br />Community Mobility Project. <br /> <br />Recommendations <br />1) Adopt a resolution authorizing application for and acceptance of up to $153,000 <br />from the California Department of Transportation and providing matching funds of <br />up to $17,000 ($8,500 cash match and $8,500 in-kind services) for the Fair Oaks <br />Access and Improvement Study for Community Mobility; and <br /> <br />2) Adopt a resolution amending the Redwood City Redevelopment Agency budget for <br />Fiscal Year 2006-2007 by appropriating $153,000 in Environmental Justice Grant <br />program funding through the California Department of Transportation for the Fair <br />Oaks Access and Improvement Study for Community Mobility, and transfer $8,500 <br />from the RDA Administration Budget to the Project and $8,500 from the RDA Capital <br />Contingency Budget to the Project. <br /> <br />Background <br />The Caltrans Environmental Justice Grant Program promotes community involvement <br />in planning to improve mobility, access, and safety while promoting economic <br />opportunity, environmental protection, and affordable housing for low-income, minority, <br />and Native American communities. Up to $250,000 may be requested on a <br />reimbursement basis. A ten percent local match is required (one-half may be in-kind <br />services I staff time and one-half must be local funding). Local match cannot be State <br />or Federal, or money that has already been used for other programs or projects. <br /> <br />According to the latest U.S. Census, the Fair Oaks neighborhood is comprised primarily <br />of low-income Latino residents, many with limited English and many lacking cars to <br />safely travel to school or work, or to access basic goods and services in the City's <br />Downtown. These residents must often rely on other forms of transportation such as <br />walking, bicycling and public transportation. <br /> <br />In October 2005, the Redevelopment Agency submitted a grant application to Caltrans <br />requesting $153,000 to partially fund the $170,000 Fair Oaks Access and Improvement <br />StUdy for Community Mobility. In spring 2006, the Agency received notice that it was <br />awarded the grant funds pending approval of the 2006-2007 State budget.
