That Public Works Services Department should be officially designated as <br />accountable for the Urban Forest Program (administration, coordination, <br />implementation and evaluation), and required staff be put in place to <br />accomplish this. <br /> <br />6. Create formal processes for trees in the Community Development Services <br />department to review development projects and permits, monitor construction <br />and write additional policy which supports protection of existing trees where <br />feasible on development sites, installation of new trees to ensure future <br />canopy; and replanting considerations when trees must be removed. <br />Implement the above with appropriate resources. <br /> <br />7. Update policies and ordinances to match desired results and <br />recommendations contained within this document such as, <br /> <br />A) Street Tree Ordinance <br /> <br />1. Call it a Public Tree Protection Ordinance. Expand the street tree <br />ordinance to include protection of ALL public trees, not just street <br />trees. Public trees would include: Trees in parks, civic areas, library <br />grounds, police and fire stations, public natural waterway easements <br />and the public port areas. <br /> <br />2. Update Master Tree list. <br /> <br />3. Remove banned tree list. <br /> <br />8) Tree Preservation Ordinance <br /> <br />1. Change the word "Heritage" to "Landmark" and include a <br />classification for Historic trees in the definition. <br /> <br />2. Expand the definition of a "Landmark" to also allow protection of <br />trees that are submitted to be significant or unusual for a certain <br />species or size or deemed to have special provenance. <br /> <br />3. Include multi-stem definition of a protected tree. <br /> <br />C) Permitted Tree Removals and Pruning <br /> <br />1. Require replacing the removed tree with a minimum 15-gallon size <br />tree as part of permit condition. <br /> <br />2. Allow residents to perform incidental pruning of 5% of foliage from a <br />protected tree for clearance, up to 3 times per year without a permit. <br /> <br />3.
