<br />Attachment 2 78 <br />Page 22 <br /> <br />SBWMA Contractor Selection Process <br /> <br />Executive Summary <br /> <br />Summary of SBWMA Board Recommendations <br /> <br />EXECUTIVE SUMMARY <br /> <br />The SBWMA's 5.5-year contractor selection process will result in new contracts for <br />collection services, operations of the Shoreway facility, and off-site composting services <br />effective January 1, 2011. The process may also result in a contract for off-site <br />recyclable materials processing services (to provide interim, back-up, or long-term <br />processing capacity). The process includes a 4-year period for planning, soliciting, and <br />evaluating proposals; and selecting and negotiating with the selected contractor(s). It <br />will be followed by a 1.5-year implementation period ending with the commencement of <br />services on January 1, 2011. <br /> <br />The Programs and Facilities Committee (PAF) and Process and Contracts Committee <br />(PAC) (collectively, Committees) recommendations were provided to the Board for <br />consideration on August 24, 2006. The Board reviewed the recommendations, made <br />modifications to them, and made recommendations on October 26, 2006. The Board's <br />recommendations will be presented to the member agencies in December 2006 and <br />January 2007. If member agencies are supportive of the SBWMA Board's plans, they <br />will be asked to pass a resolution acknowledging their commitment to participate in the <br />contractor selection process, and supporting the program recommendations (refer to <br />Section 2.1.B). The input and commitment from the member agencies to participate in <br />the process will conclude Phase 1 of the contractor selection process. <br /> <br />The Committees reviewed numerous program, service, procurement process, and <br />contracting issues and formulated recommendations for the SBWMA Board <br />consideration. The Board reviewed the Committee recommendations and made its <br />recommendations for future programs and services, contract terms, and the <br />procurement process. A high-level summary of the Board recommendations is <br />presented in this Executive Summary. The Executive Summary includes four sections: <br /> <br />. Procurement approach; <br />.
