3. SCOPE OF WORK <br /> <br />may be required to prepare the EIR. If necessary, ESA will prepare a <br />memorandum that identifies any remaining information requirements. The <br />intent in this task will be to make maximum use of available information, but <br />also to verify and supplement it as necessary to insure the accuracy, <br />objectivity, and completeness of the EIR. <br /> <br />As part of this task, and in conjunction with the Alternatives Meeting <br />identified in Task 2, above, ESA will confirm with City staff the final <br />assumptions to be used in the EIR analyses concerning the project <br />description, the range of alternatives to be examined, impact significance <br />criteria, the bases for cumulative impact analyses, and any other analytic <br />assumptions that may require further resolution. On the basis of this <br />consultation, the review of public and agency scoping comments, and the <br />evaluation of available information conducted as part of this task, ESA will <br />identify any appropriate recommendations for revising the scope of work, <br />and will prepare any necessary scope revisions. <br /> <br />The project team will prepare the Administrative Draft ErR on the bases of <br />the information, criteria and analyses developed in Task 2. The <br />Administrative Draft EIR will be prepared in accordance with current CEQA <br />Guidelines and case law. Fifteen (15) copies and one (1) original of the <br />ADEIR will be submitted to City staff for review. The following discussion <br />presents the proposed outline of the ErR and strategic considerations related <br />to the preparation and presentation of individual sections. <br /> <br />Introduction <br />The Introduction will briefly describe the relationship of the City's planning <br /> that of the CEQA the principal characteristics and <br />process <br /> tO <br /> process; <br /> <br /> objectives of the project; and the planning and scoping processes through <br /> which the EIR scope was developed. The Introduction will also describe <br /> briefly the role of the EIR in the overall planning process, and the procedural <br /> steps by which the EIR and the project application will be processed. <br /> <br /> Summary <br /> <br /> The Summary will describe the project and the alternatives, and will provide <br /> a summary table and narrative that outline the project's significant <br /> environmental effects, mitigation measures that would reduce or avoid those <br /> effects, residual levels of impact significance after mitigation, and principal <br /> of As suggested by CEQA Guidelines, the <br /> areas <br /> public <br /> controversy. <br /> <br /> Summary will be limited to approximately 15 pages. <br /> <br /> Abbott Laboratories West Coast Research Center EIR 3-3 <br /> <br /> <br />
