3. SCOPE OF WORK <br /> <br /> Project Description <br /> The proposed project will be described in text, tabular, and graphic forms <br /> that rely primarily on the documents referenced in the City's RFP and on any <br /> additional information provided by the project architects and engineers. The <br /> reader will be referred to the EIR Introduction for information conceming the <br /> background, processing, and scheduling of the planning and environmental <br /> process. <br /> <br /> Further discussion regarding the preparation of the project description are <br /> seen in Section 1, Introduction, B. Project Approach. <br /> <br /> Environmental Setting, Impacts, and Mitigation <br /> To facilitate report continuity and minimize redundancy in the discussions of <br /> each environmental topic, the EIR will present the setting, impacts, and <br /> mitigation in one unified section. As required by CEQA, the setting will <br /> describe the environment in the study area "as it exists before the <br /> commencement of the project," that is, in 2002. The setting will be <br /> presented from site-specific, bayfront, local, citywide, and/or subregional <br /> perspectives, as appropriate to each environmental topic. <br /> <br /> The environmental effects of the project will be presented under each topic <br /> of analysis. As required by CEQA, the effects of the project will be defined <br /> as changes from the Environmental Setting that are attributable to the project. <br /> The EIR will describe construction impacts as well as operation impacts. <br /> The operational effects of the project will be described as of a reasonable <br /> projected time of buildout of reasonably foreseeable cumulative <br /> development. <br /> <br /> The mitigation discussion will be presented by environmental topic and, as <br /> required by CEQA, will distinguish measures proposed or accepted by the <br /> applicant from any other measures identified in the EIR. As required by <br /> CEQA, any significant environmental effects of the mitigation measures will <br /> also be identified. The mitigation measures will be presented in the form of <br /> directives (i.e., "shalls") to facilitate their conversion to conditions of project <br /> or alternative approval, unless otherwise requested by City staff. <br /> <br /> The setting and impact discussions will emphasize the use of graphics in <br /> depicting setting, constraints, opportunities, and impact-related data. <br /> <br /> Alternatives <br /> The Alternatives section will present a comparative analysis and impact <br /> matrix for a total of four alternatives to the proposed project; the "no-project" <br /> alternative and the other "build" alternatives presented in the City's RFP. <br /> These alternatives are detailed below: <br /> <br /> 3-4 Abbott Laboratories West Coast Research Center EIR <br /> <br /> <br />
