3. SCOPE OF WORK

- minimizing obtrusive grading, particularly major cuts and fills;
- avoiding any significant archaeological resources;
- avoiding erosion, contaminated surface runoff, and any potential
adverse effects on surface water quality; and
- minimizing effects on off-shore biotic resources, and wildlife
resources on Bait Island.

As indicated above in Task 2, draft alternatives are proposed to be refined
and finalized by the appropriate members of City staff, the consultant team,
the project architect, and the City's urban design consultant at the
Alternatives Meeting. Further discussion regarding the descriptions of the
alternatives is presented in Section 1, Introduction, B. Project Approach.
Development and analysis of additional alternatives, perhaps involving
alternative site planning concepts based on the work of the City's urban
design consultant, mixed uses, or specific alternative sites may be included as
an optional task.

The narrative discussion of each alternative will consist of three subsections:

· Description of Alternative, which will describe the uses, intensities, and
design concept of each alternative, and will contain a brief narrative
description of its distinctive characteristics and objectives.

· Distinctive Environmental Characteristics of Alternative, which will
identify the major differences between the impacts of the proposed
project and those of the alternative; and

· Status of Alternative, which will indicate the status of each alternative
and its relative environmental advantages and/or disadvantages.

Statutory Sections
On the basis of information presented in the EIR sections described above
and consultation with City staff, the EIR will contain the following additional
EIR sections, as required by CEQA:

· Significant Environmental Effects of the Proposed Project (including
significant, unavoidable effects)

· Effects Found Not to be Significant

· Growth-Inducing Impacts of the Proposed Project
Distribution List, and Persons and Organizations Consulted

3-6 Abbott Laboratories West Coast Research Center EIR
