I 3. SCOPE OFWORK <br /> <br /> Initial Study and Other Appendices <br /> As the consultant team prepares the Administrative Draft EIR, it also <br /> proposes to prepare the final Initial Study, using the draft Initial Study <br /> provided by the City in its RFP. Further discussion regarding the preparation <br /> of the Initial Study is presented in Section 1, Introduction, B. Project <br /> Approach. <br /> <br /> The Initial Study checklist conforms to the current CEQA Guidelines. By <br /> preparing the final Initial Study concurrently with the Administrative Draft <br /> EIR, the two documents may complement each other in a manner that is <br /> optimally consistent with the purposes of each. Following finalization of the <br /> project alternatives, impacts that are determined during the analyses to be <br /> clearly less than significant may be appropriately treated and dismissed in the <br /> Initial Study, leaving only potentially environmentally significant issues, and <br /> other issues of substantial community interest or concern, to be treated fully <br /> in the body of the EIR. <br /> <br /> Other appendices may also be presented, such as supporting technical studies <br /> of traffic and other issues. Note, however, that the Draft EIR would be <br /> intended to be self-contained and fully comprehensible without reference to <br /> appendices. Any appendices other than the Initial Study will be prepared for <br /> the project's record of proceedings and will not be intended for general <br /> distribution with the EIR. <br /> <br /> ESA will submit fifteen (15) copies and one (1) original of the <br /> Administrative Draft EIR to City staff for review. <br /> <br /> Task 4: Preparation of Draft EIR and Notice of Completion <br /> After City staff have reviewed the Administrative Draft EIR, ESA will <br /> incorporate the necessary revisions into the document, in consultation with <br /> City staff. As indicated in Task 2, above, the Project Director/Manager, <br /> Deputy Project Manager, and any other appropriate members of the <br /> consultant team may meet with City staff to discuss and revise the <br /> Administrative Draft EIR and to produce the rough final draft of the Draft <br /> EIR. ESA will make the necessary revisions to the Administrative Draft EIR <br /> and will submit one (1) copy of a Screencheck Draft EIR for approval by <br /> City staff. Upon staff approval, ESA will submit sixty-five (65) copies of the <br /> Draft EIR to the City for distribution. <br /> <br /> At this time, ESA will also prepare and submit a Notice of Completion and <br /> Notice of Availability, as required by CEQA Guidelines, Sections 15085 and <br /> 15087. <br /> <br /> II <br /> I Abbott Laboratories West Coast Research Center EIR 3-7 <br /> <br /> <br />
