Regular meetings of the Committee shall be <br /> <br />held at least once a month at a time and place to be established <br /> <br />by the Committee. All meetings shall be open to the public and <br /> <br />shall be conducted in accordance with the Ralph M. Brown Act, <br /> <br />Government Code ~~54950-54961. <br /> <br />Four members present shall <br /> <br />constitute a quorum for the transaction of business of the <br /> <br />Committee. <br /> <br />4. <br /> <br />OFFICERS. <br /> <br />The Committee shall elect such officers as <br /> <br />it deems appropriate to carry out its duties. <br /> <br />5. <br /> <br />STAFF SUPPORT. <br /> <br />The City's Traffic Engineer or his or <br /> <br />her representative shall serve as staff advisor to the Committee, <br /> <br />and shall be present at each meeting of the Committee. The Chief <br /> <br />of Police or his or her designated representative shall also be <br /> <br />present at such each meeting. In addition, such other members of <br /> <br />the City staff as the Committee from time to time may request <br /> <br />shall attend its meetings. <br /> <br />6. DUTIES. At the request of the City Council and/or City <br /> <br />staff, the Committee shall study and prepare recommendations on <br /> <br />such matters as: <br /> <br />(i) Speed limit changes; <br /> <br />(ii) Crossing guard requests; <br /> <br />(iii) Transportation Systems Management <br />measures; <br /> <br />(iv) Stop and yield signs; <br /> <br />(v) Parking regulations; <br /> <br />(vi) <br /> <br />Environmental Impact Reports or other <br />environmental documents required <br />California Environmental Quality Act <br />regulations implementive thereof, with <br />traffic, parking and circulation <br /> <br />under the <br />and local <br />respect to <br />impacts; <br /> <br />2 <br />
