No dog shall enter the common area except while on a leash which is helc by a person capable of controlling it. The remedies for an alleged nuisance shall not include any measures which may be characterized as "private se] f-help action" and any Board action in connection with this ection shall be in compliance with the provisions of Article 'V, Section 2.5 of this Declaration.
