<br />PAGE 2 OF EXHIBIT "A" <br /> <br />City of Redwood City <br />Housing Office (Continued) <br /> <br />Adapt federal regulation changes to programs and coordinate progress with <br />others. <br /> <br />Prepare federal environmental reports. <br /> <br />Collect and maintain required data for federal monitoring and continued <br />funding. <br /> <br />Coordinate and market Housing Rehabilitation Programs. <br /> <br />Serve as Contract Compliance Coordinator for City's federally funded capital <br />improvement projects. <br /> <br />Hold preconstruction conferences; review certified payrolls and monitor <br />contracts for compliance to labor standards, equal opportunity and employment <br />provisions and Disadvantage Business Enterprise policy. <br /> <br />Develop and supervise housing commercial rehabilitation programs, including, <br />as necessary: the development of new financing programs; written reports <br />advising property owners of deficiencies, monitoring job progress; relocation <br />procedures under state and federal law; preparation of specifications and <br />cost estimates and submittal of loan requests to the loan committee. <br /> <br />Supervise clerical and subordinate staff as necessary. <br /> <br />Provide housing referrals to the public. <br /> <br />Perform related duties as assigned. <br /> <br />QUALIFICATIONS <br /> <br />Knowledge of: <br /> <br />Principles, objectives of Community Development, Public information and <br />sociology relative to urban planning. <br /> <br />Housing finance methods. <br /> <br />Budgeting techniques, grant writing and administration. <br /> <br />Real estate financing, lending practices, and appraisals. <br /> <br />Construction techniques and applicable codes. <br /> <br />Federal and State laws governing housing. <br /> <br />Supervisory techniques. <br />
