March 25, 2002 <br /> <br /> Subject <br />Application by the City of Redwood City requesting that the Local Agency Formation <br />Commission review and approve extension of water services. <br /> <br /> Recommendation <br />Adopt a resolution approving and authorizing the City Public Works Services Director to <br />execute an application requesting that the Local Agency Formation Commission (LAFCO) <br />review and approve extension of water services to parcels No. 057-202-070 and 057-212- <br />190, located at 535 Summit Drive in the unincorporated area of Emerald Lake Hills. <br />Additionally, reserve the City's dght to contest the LAFCO's jurisdiction in similar situations, <br />i.e., where an existing city water main is adjacent to the property requesting water service. <br /> <br />Background <br />Kirk McGowan, owner of assessor's parcel No. 057-202-070 and 057-212-190, located at <br />535 Summit Drive in the unincorporated area of Emerald Lake Hills, proposes to subdivide <br />the referenced 3.'H. acre parcel, to create eight parcels. These parcels are within the City's <br />current water service area and sphere of influence, and the City intends to supply water <br />service via an existing water line on Summit Drive. <br />LAFCO is requiring the property owner, as a condition of approval of the project, to cause <br />the City of Redwood City to apply by resolution to LAFCO on the property owner's behalf <br />for the extension of water service to the reference parcel, located outside the City limits but <br />within the existing water system service area, and in accordance with Government Code <br />Section 56133. <br /> <br />Alternative <br />The City could choose to provide water service to the property, without a LAFCO <br />application. <br /> <br />Fiscal Impact <br />The LAFCO application processing fees in the amount of $1,150 will be paid by the <br />property owner.
