EXHIBIT A-3 <br /> <br /> Project Agreement/Scope of Work <br /> <br /> Redwood Shores Bayfront SPecific Plan <br /> Environmental Documentation <br /> <br />BACKGROUND <br />The City of Redwood City approved a contract with CH2M HILL on September 13, 2000 for <br />the environmental analysis of the Redwood Shores Bayfront Specific Plan. Exhibit A of that <br />contract was the scope of work and budget for Task 1 of the EIR Work Program. Exhibit A-1 <br />was the scope of work and budget for Tasks 2 and 3 of the EIR Work Program. Exhibit A-2 <br />was the scope of work and budget for Task 4a. This Exhibit A-3 is the scope of work and <br />budget for Tasks 4b and 5. <br /> <br />EIR WORK PROGRAM <br />The scope of work for this project is broken into 5 tasks, which coincide with the CEQA <br />environmental review process, as shown below: <br /> <br /> Task 1: Prepare Project Description and Initial Study <br /> <br /> Task 2: Prepare Administrative Draft EIR <br /> <br /> Task 3: Prepare and Circulate DEIR <br /> <br /> Task 4: Prepare Administrative Final EIR and Response to Comments <br /> <br /> Task 5: Prepare Final EIR <br /> <br />The City has already authorized Tasks 1, 2, 3, and 4a. This scope of work is to enable the <br />City to authorize Tasks 4b and 5. <br /> <br />SCOPE OF WORK <br />Task 4b: This task includes preparation of the Administrative Draft Final EIR (ADFEIR). <br /> <br />The ADFEIR will be developed as a separate document from the DEIR. It will include a <br />description of the public comment process, a list of agencies and individuals commenting <br />on the DEI1L copies of the comment letters and hearing transcripts (with specific comments <br />identified and numbered in the margins), and responses to comments received during the <br />public comment period. It will also include a draft mitigation monitoring plan. We will <br />assemble the ADFEIR and submit 10 copies to the City for review and comment. <br /> <br />A draft mitigation monitoring plan (MMP) will be prepared to outline how mitigation <br />measures identified in the DEIR will be accomplished. The draft MMP will be presented as <br />a table and will include each impact, its mitigation measure(s), the responsible party for the <br />mitigation, and a schedule for implementation. <br /> <br /> <br />
